Mapping out the Contributions of the Refugee Response in Romania. Enhancing Understanding and Promoting Durable Solutions in Humanitarian Assistance (CoRRP).

Romania’s response to the Ukrainian refugee crisis stands out as a coordinated effort involving diverse actors, including government institutions, international organizations, NGOs, and local communities. This multi-layered approach, guided by the Refugee Response Plan (RRP), addressed immediate needs while laying the groundwork for long-term integration.

The Romanian Government led the effort through a task force chaired by the Prime Minister, supported by the Department of Emergency Situations (DSU), which oversaw logistics, shelters, healthcare, and legal frameworks enabling Temporary Protection (TP) beneficiaries access to basic services. UNHCR reinforced these efforts with the Inter-Agency Refugee Coordination Forum, focusing on healthcare, education, housing, and employment, while NGOs partnered with public authorities to deliver tailored services, such as psychological counseling and educational support.

Local communities, diaspora groups, and grassroots organizations mobilized resources and provided critical services, including translation and immediate assistance at borders. This localized response highlighted the importance of empowering local actors in decision-making and service delivery.
